If AA is required (hydrological connectivity to Natura 2000 sites (Murrough Wetlands SAC and SPA)) then there should have been a public consultation conducted on the AA
Reported to DAFM FS and IFI (as trail construction has no effective buffer and drainage is into sea trout pools on Vartry River). DAFM remit is only forest roads, so have no jurisdiction over trail development

The EPA provided the OCEI with the attached excel file in relation to this case. The EPA also informed the OCEI that the final phase of the LEAP Online system was completed and that all formal compliance and enforcement correspondence relating to licensed facilities was uploaded to the new online system.
EPA further informed the OCEI that the records relevant to this case are available to view via the LEAP Online (epa.ie) (Licence and Enforcement Access Portal) system.
Note: what is an EPA CI ?
A Compliance Investigation (CI) is opened by the EPA when further information and/or action is required in relation to a compliance issue at a licensed site. Under the CI, the EPA can direct the licensee to provide additional information about the issue and to take specified corrective and preventative actions to restore compliance with the licence.
A licenced site with an open CI is at risk of being included on EPA list of National Priority Sites.
